NLU Delhi & Bureau of Police Research & Development signs MoU for a Research Project on Comparative Policing (5th January, 2026)

National Law University Delhi (NLUD) and the Bureau of Police Research and Development (BPR&D) have entered into a Memorandum of Understanding to collaboratively undertake a landmark research initiative aimed at strengthening India’s policing architecture in the Amrit Kaal – the decisive phase leading to Viksit Bharat @ 2047. The Ministry of Home Affairs, Govt. of India has funded this study. Prof. (Dr.) G.S. Bajpai, Vice-Chancellor, NLU Delhi, shall act as the Principal Investigator, Mr. Ankit Kaushik, Assistant Professor, NLU Delhi, will act as the Co-Principal Investigator and Dr. Vineet Kapoor, IPS, Madhya Pradesh Police will act as the Consultant for this project.

The project titled as ‘Comparative Study of the Law and Police Systems of India and Developed Countries during Amrit Kaal and Suggest Measures for Improvement in the Indian Context’ envisions a comprehensive examination of the legal, functional, and institutional dimensions of policing in India, benchmarking them against developed jurisdictions. By evaluating key performance indicators such as manpower, training, investigation quality, technological adoption, response efficiency, public trust, and accountability frameworks, the study seeks to identify reform priorities and distill best practices for an evidence-based roadmap to police modernization.

Through this partnership, NLUD and BPR&D aspire to contribute meaningfully to building an efficient, trusted, and future-ready police system as a foundation for India’s developmental journey toward 2047.
