      Mr. Himangshu Rathee

      Assistant Professor (Law)

      Himangshu Rathee is Assistant Professor of Law (Technology Law) at National Law University, Delhi. His teaching and research sit at the intersection of technology, constitutional law, and civil liberties, with particular attention to how emerging technologies test established rights and regulatory frameworks. His recent work examines facial recognition and state surveillance, privacy under the right to privacy jurisprudence, EdTech surveillance of children, dark patterns in digital advertising, and platform governance of online speech, including the Facebook Oversight Board.

      Before joining NLU Delhi, he taught for seven years at the School of Law, The NorthCap University, Gurugram, where he served as convenor of the BBA.LL.B. (Hons.) programme and Assistant Editor of the NCU Law Review. He was a member of the committee tasked with integrating Artificial Intelligence into the law curriculum, alongside broader work on curriculum design and review. He was conferred the University’s Best Teacher Award in 2023. He has also served as an invited resource person with the Haryana Institute of Public Administration, delivering lectures on cyber law, cyber awareness, and gender-based violence in cyberspace.

      He holds an LL.M. in Constitutional and Criminal Law from NLU Delhi, where he was awarded the Vice-Chancellor’s Gold Medal, and a BBA.LL.B. (Hons.) from The NorthCap University, where he graduated as a gold medalist. He is currently pursuing his Ph.D. at NLU Delhi and holds a Diploma in Internet Law and Policy. He has further strengthened his expertise in this area through IIT Madras certifications in Artificial Intelligence, Law and Justice (NPTEL, in which he placed in the top one percent) and AI for Educators, along with a SWAYAM course on Artificial Intelligence in Law. He has presented over fifty papers at national and international conferences and has published across law journals and edited volumes.

      Research interests: Technology law and regulation, artificial intelligence and the law, constitutional law, platform governance
