The Centre for Communication Governance at National Law University, Delhi, the Berkman Klein Center for Internet and Society at Harvard University, the Hans Bredow Institute and the Faculty of Law at University of Hamburg in collaboration with the UNESCO Chair on Freedom of Communication at the University of Hamburg and the Global Network of Internet and Society Research Centers are happy to announce our third week-long summer school on contemporary issues of information law and policy. The Summer School on Online Hate Speech will take place from March 14 - 21, 2017 at National Law University, Delhi.

Our summer schools bring together a diverse group of scholars and students for an intensive week of lectures, discussions and interactive classroom activities. The summer school offers its participants a unique opportunity to learn from leading experts on an emerging legal issue. Previous editions of this summer school have focused on Freedom of Expression & Online Intermediaries and Privacy, Surveillance and Data Protection, and have included students from Germany, India and Israel.

The teaching style is a mix of lectures, discussion and group work. Students are expected to read, complete regular assignments, participate in group activities and in general contribute proactively to the school’s agenda. At the end of the programme, students will use their learning to develop and defend arguments in a policy simulation of a formal hearing by a fictitious UNESCO Committee of stakeholder groups.

In this edition the lectures will address different aspects of hate speech and its relation to freedom of speech and other basic rights. National as well as international laws will be discussed and compared. During three days of lectures, the roles of different actors and stakeholders in this field (e.g. intermediaries, data protection authorities, national security authorities, etc.) will be assessed critically.
